**Prep the wings:** Pat wings completely dry with paper towels. Toss in cornstarch, garlic powder, salt, and white pepper until evenly coated.

**First fry:** Heat 2 inches of neutral oil in a deep skillet or pot to 350°F. Fry wings in batches for 10–12 minutes until cooked through (internal temp 165°F). Remove to a wire rack.

**Make the sauce:** Whisk together hoisin, soy sauce, rice vinegar, sesame oil, and honey in a small bowl. Set aside.

**Double-fry:** Increase oil temperature to 375°F. Return wings and fry 2–3 minutes more until deeply golden and very crispy. Drain on rack.

**Sauce the wings:** Toss hot wings in the hoisin sauce mixture until well coated. Set aside.

**Cook the fried rice:** Heat a large skillet or wok over the highest heat your stove allows. Add neutral oil; when smoking, add scallion whites and garlic and stir 30 seconds.

**Add the vegetables:** Add peas, carrots, and corn; toss 1 minute.

**Add rice:** Add cold rice, breaking up any clumps. Press flat and let sit 30–45 seconds to get a light char on the bottom, then toss well. Repeat once.

**Add eggs:** Push rice to the side, scramble eggs in the cleared space, then fold into the rice.

**Season and finish:** Add soy sauce and sesame oil; toss everything together. Finish with chili oil if using.

**Plate:** Mound fried rice on one side of a large plate. Arrange 10 wings on the other side. Garnish rice with scallion greens and sesame seeds. Serve hot.
